I think it is important to have different kind of goals. Small and big. For example my big goal is to finish my BA in Chinese lanaguage after 4 years and be fluent then too. But my smaller goal is to pass HSK 3 level this November.
You should also from time to time think about the reason why you study Chinese. Remember how excited you used to feel when starting with the language. Try to keep that feeling.
